Body Armor Levels Explained: NIJ Ratings, Plate Types, and What to Buy

Shopping for body armor can feel overwhelming. Level II, Level III, Level IIIA, Level IV, ceramic, PE, steel — there are a lot of terms thrown around, and understanding the differences matters when your safety is on the line. This guide breaks down everything you need to know about ballistic plate ratings so you can make an informed decision.

What Does NIJ Mean?

NIJ stands for the National Institute of Justice, the federal agency that sets the ballistic performance standards for body armor sold in the United States. When a plate is described as "NIJ certified," it means it has been independently tested and verified to meet those standards. Always look for NIJ certification when buying ballistic plates.

Ballistic Protection Levels Explained

Level IIA

Protects against 9mm and .40 S&W handgun rounds. Lightweight and flexible, typically found in soft armor. Not suitable for rifle threats.

Level II

Protects against 9mm and .357 Magnum. Slightly better than IIA, still soft armor. Not suitable for rifle threats.

Level IIIA

Protects against .357 SIG and .44 Magnum. The highest soft armor rating. Still does not protect against rifle rounds. Commonly used in concealable vests for law enforcement and civilian use. Many plate carriers include Level IIIA soft armor backing behind the hard plates.

Level III

The entry point for hard plate protection. Rated to stop 7.62x51mm NATO (.308 Winchester) at specified velocities. Available in steel, ceramic, and ultra-high-molecular-weight polyethylene (UHMWPE/PE). Does NOT protect against M855 green tip 5.56 without additional ratings.

Level IV

The highest NIJ rating. Must stop a single hit of armor-piercing .30 caliber (M2 AP) at 2,880 fps. Level IV plates protect against virtually all common rifle threats including M855, M193, and 7.62x39mm. This is the standard recommended for serious protection.

Ceramic vs. PE vs. Steel Plates: What's the Difference?

Ceramic Plates

The most common type for Level IV protection. Ceramic plates shatter on impact, which dissipates the bullet's energy. They are lighter than steel and offer excellent multi-hit performance at Level IV. Ceramic PE composite plates combine a ceramic strike face with a polyethylene backing for reduced weight.

Polyethylene (PE) Plates

Ultra-lightweight option, commonly used for Level III standalone plates. PE plates are extremely buoyant and can float, making them popular for maritime and aviation applications. Some Level IV PE composite plates are also available.

Steel Plates

Heavier than ceramic but extremely durable and multi-hit capable. Steel plates can cause dangerous spall (fragmentation) without an appropriate spall coating. Generally not recommended for Level IV protection due to weight and spall concerns.

Plate Cuts: Shooters Cut vs. Swimmers Cut

Plates come in different shapes designed to balance protection coverage with mobility:

  • SAPI/ESAPI cut — Standard military shape, maximum coverage
  • Shooters cut — Angled upper corners allow better rifle stock placement without sacrificing much coverage. Most popular civilian and LE choice.
  • Swimmers cut — More aggressive cutaway on the upper corners, maximum arm mobility, slightly reduced coverage

What Size Plate Do I Need?

The standard size is 10x12 inches, which fits the majority of adult males and most plate carriers. Smaller options (8x10, 10x12 small) are available for smaller frames, and larger options (10x13.5, 11x14) are available for larger frames. Side plates in 6x6 or 6x8 are designed to protect your flanks when paired with a side-plate-capable carrier.

Our Recommendation for Most Buyers

For most civilian and home defense applications, we recommend Level IV ceramic PE composite plates in a shooters cut 10x12 from a carrier with quick-release capability. They offer the best protection-to-weight ratio at Level IV and will stop virtually any common rifle threat.
